Consequently, the criminal penalties, criminal fines and penal substitute for losses in local legislation can not be enforced effectively. 2. Efforts that can be done to streamline the implementation of the Civil Service Police Unit duties in enforcing regulations Bengkayang area is to educate the Civil Service Police Unit Bengkayang to be appointed as Acting Civil Servant, in compliance with the applicable legislation. If this can be done then the Civil Service Police Unit assigned and appointed as a civil servant investigators (investigators) will be able to take legal action against the non Yuistisial violation of local regulations. Further recommended: 1. Bengkayang to Local Government, should as soon as possible to send members of Civil Service Police Unit Bengkayang for students as investigators by the Board of Education and Training Department of the Interior and the Bureau of Education and Training West Kalimantan Province. 2. Bengkayang Local Government, should also prepare a program budget of education and training members of the Civil Service Police Unit investigators as required in the Regional Budget Bengkayang. 3.
